The Senate Fails to Reform NSA Spying, Votes Against USA Freedom Act

A last-minute bid to reform NSA spying before lawmakers break for a week-long recess failed early Saturday morning after hours of debate and filibuster overnight when Senate lawmakers voted 57-42 against the USA Freedom Act.

Senator Mitch McConnell then tried to lead an effort to extend the key provision in the Patriot Act that has been used to justify NSA spying, which is set to expire on June 1. But that vote also failed. Temporarily, that means the government’s bulk collection of phone records from U.S. telecoms is on hold.

USA Freedom Act aimed to put an end to that program, first uncovered by USA Today in 2006 and re-exposed in 2013 by NSA whistleblower Edward Snowden.

The bill called for records to be retained by telecoms and would have forced the NSA to obtain court orders from the Foreign Intelligence Surveillance Court to gain access to them. It also would have required the agency to use specific search terms to narrow its access to only relevant records.

A companion bill passed in the House earlier this month by a landslide vote of 338 to 88 but encountered trouble in the Senate where opponents said it would handicap the fight against terrorism and harm national security.

Proponents of the bill were pushing to get it passed before lawmakers could vote on whether or not to re-authorize sections of the US Patriot Act. Section 215, which the government has long said legally justifies its collection of phone records, is set to expire at midnight June 1.

Unlike many privacy and civil liberties groups, the ACLU has refrained from endorsing the USA Freedom Act and instead is advocating for allowing the Patriot Act provisions to sunset — i.e., to die a long overdue death rather than being “reformed.” Meanwhile, almost all of the 86 “no” votes in the House were based on the argument that the USA Freedom Act either does not go far enough in limiting the NSA or that it actually makes things worse.

The USA Freedom Act was rejected by the U.S. Senate on May 22, 2015. By a vote of 57-42, the Senate did not pass the bill that would have required 60 votes to move forward, which means that the NSA must start winding down its domestic mass surveillance program this week. The Senate also rejected, by 54-45, also short of the necessary 60 votes, a two-month extension for the key provision in the Patriot Act that has been used to justify NSA spying, which is set to expire on June 1, 2015.

He believes that the order to withdraw was a betrayal. The Iraqi government has said it launched an investigation to find out what went wrong and how the order was issued, but so far, no one has given a viable explanation.

“I want to quit the army, I would, if I thought I wouldn’t get into trouble,” Al-Yassiri says. “I want to join the militias and go back to the fight.”

Ramadi Fell to ISIS Fighters Even Though They Were ‘Vastly Outnumbered’ by Iraqi

The city of Ramadi is controlled by “hundreds” of ISIS fighters who were able to seize the city after Iraqi military commanders ordered the withdrawal of several thousand Iraqi troops from the city.

That’s according to a U.S. official who also confirmed that the withdrawal of Iraqi troops from Ramadi may have been prompted by the unexplained pullout of the elite Iraqi counterterrorism force based in the city.

The pullout of the Iraqi counterterrorism unit from Ramadi first appeared in the Kurdish news agency Rudaw.

Ramadi occupies a highly strategic location on the Euphrates and the road west into Syria and Jordan. This has made it a hub for trade and traffic, from which the city gained significant prosperity. Its position has meant that it has been fought over several times, during the two World Wars and again during the Iraq War and Iraqi insurgency. It was heavily damaged during the Iraq War, when it was a major focus for the insurgency against occupying United States forces. Following the withdrawal of US forces from Iraq in 2011, the city was contested by the Iraqi government and the extremist group Islamic State of Iraq and the Levant (ISIL) and fell to ISIL in May 2015.

Wikileaks reveal massive haul of 1978 Documents

Today WikiLeaks has released more than half a million US State Department cables from 1978. The cables cover US interactions with, and observations of, every country.

1978 was an unusually important year in geopolitics. The year saw the start of a great many political conflicts and alliances which continue to define the present world order, as well as the rise of still-important personalities and political dynasties.


The cables document the start of the Iranian Revolution, leading to the stand-off between Iran and the West (1979 — present); the Second Oil Crisis; the Afghan conflict (1978 — present); the Lebanon–Israel conflict (1978 — present); the Camp David Accords; the Sandinista Revolution in Nicaragua and the subsequent conflict with US proxies (1978 — 1990); the 1978 Vietnamese invasion of Cambodia; the Ethopian invasion of Eritrea; Carter’s critical decision on the neutron bomb; the break-up of the USSR’s nuclear-powered satellite over Canada, which changed space policy; the US “playing the China card” against Russia; Brzezinski’s visit to China, which led to the subsequent normalisation of relations and a proxy war in Cambodia; with the US, UK, China and Cambodia on one side and Vietnam and the USSR on the other.


Through 1978, Zbigniew “Zbig” Brzezinski was US National Security Advisor. He would become the architect of the destabilisation of Soviet backed Afghanistan through the use of Islamic militants, elements of which would later become known as al-Qaeda. Brzezinski continues to affect US policy as an advisor to Obama. He has been especially visible in the recent conflict between Russia and the Ukraine.


WikiLeaks’ Carter Cables II comprise 500,577 US diplomatic cables and other diplomatic communications from and to US embassies and missions in nearly every country. It follows on from the Carter Cables (368,174 documents from 1977), which WikiLeaks published in April 2014.

The Carter Cables II bring WikiLeaks total published US diplomatic cable collection to 2.7 million documents.

The bookshelf contains a number of letters, too (letters once upon a time served a function similar to e-mail). There’s a paper job application, which includes — and I am not making this up — an emergency contact request: “Who should we contact in case you became a martyr?” Oh, my wife, here’s her cell.

OBAMA SET TO SPEED ARMS SHIPMENTS, TRAINING FOR IRAQ TRIBES

US President Barack Obama is poised to quicken the pace of weapons supplies and training to Iraqi tribes, while eyeing a rapid offensive to recapture Ramadi from the Islamic State group.

Obama huddled Tuesday with his national security team at the White House to plot a way forward after the loss of a strategically vital town on the steps of the capital Baghdad.

Following the meeting — which included the heads of the CIA and Pentagon, National Security Council staff and Secretary of State John Kerry via secure phone link — officials indicated Obama was ready to ramp up assistance to Sunni tribes that dominate the province around Ramadi.

“We are looking at how best to support local ground forces in Anbar” National Security Council spokesman Alistair Baskey told AFP, “including accelerating the training and equipping of local tribes and supporting an Iraqi-led operation to retake Ramadi.”

Hillary Clinton reveals she deleted 30,000 ‘personal’ emails

“Looking back, it would have been better if I’d simply used a second email account,” Clinton said during a press conference after her keynote address at the annual United Nations Women’s Empowerment Principles meeting. “At the time, this didn’t seem like an issue.”

The press conference was Clinton’s attempt to calm a media firestorm stemming from a New York Times report that she did not use or even have a government email account while serving as President Obama‘s first Secretary of State and that her aides had not taken any measures to preserve four years’ worth of emails that were supposed to be archived for public review under federal record-keeping law.

US sending Humvees, radars, and drones to Ukraine’s front lines

The U.S. will provide more substantial arms and military equipment to Ukraine in the form of $75 million worth of armored Humvees, drones and counter-mortar radars. Much of it will help the Ukrainian military with situational awareness and targeting enemy artillery, but the list of goods does not include “lethal aid” that members of Congress and Ukraine supporters have asked President Barack Obama to authorize.

“This new assistance is part of our ongoing efforts to help sustain Ukraine’s defense and internal security operations and resist further aggression,” a senior administration official told reporters in an email. Missing from the announcement were Javelin portable anti-tank missiles requested by the Ukrainian military.

The announcement comes after months of pressure from Ukrainian officials and a recent push from both Republican and Democratic lawmakers.

“I think the administration has felt political pressure to do something…. This may well be a response to that political pressure,” Steven Pifer, Brookings senior fellow and former U.S. ambassador to Ukraine, told Defense One. Pifer co-authored a report last month that is based on interviews with front line commanders in the Ukrainian military and argued that the U.S. should provide anti-tank and anti-battery weapons, but especially radars and unmanned aerial vehicles, or UAVs, to detect enemy positions.

Putin reveals secrets of Russia’s Crimea takeover plot

Vladimir Putin has admitted for the first time that the plan to annex Crimea was ordered weeks before the referendum on self-determination.

Crimea was formally absorbed into Russia on 18 March, to international condemnation, after unidentified gunmen took over the peninsula.

Mr Putin said on TV he had ordered work on “returning Crimea” to begin at an all-night meeting on 22 February.

The meeting was called after Ukrainian President Viktor Yanukovych was ousted.

Speaking last year, Mr Putin had said only that he took his final decision about Crimea after secret, undated opinion polls showed 80% of Crimeans favoured joining Russia.

The findings of these polls were borne out by the outcome of the referendum on 16 March, he told Russian state TV last April.

U.S.-backed Rebel Now ISIL’s Man in Libya

The leader of the al-Qaeda-linked rebel forces that brought down Moammar Gadhafi is now the Islamic State’s top man in Libya, according to various media reports, indicating a further unraveling of the Pyrrhic victory achieved by the U.S. and NATO air war on Libya in 2011.

Abdelhakim Belhadj, a Libyan known in the jihadi world as Abu Abdullah al-Sadiq, is the former head of the Libya Islamic Fighting Group and the Tripoli Military Council.

New agency to sniff out threats in cyberspace – The Washington Post

The Obama administration is establishing a new agency to combat the deepening threat from cyberattacks, and its mission will be to fuse intelligence from around the government when a crisis occurs.

The agency is modeled after the National Counterterrorism Center, which was launched in the wake of the Sept. 11, 2001, attacks amid criticism that the government failed to share intelligence that could have unraveled the al-Qaeda plot.

Over the past several years, a series of significant cyber-incidents has affected U.S. companies and government networks, increasing the profile of the threat for policymakers and industries. Disruptions, linked to Iran, of major bank Web sites, a Russian intrusion into the White House’s unclassified computer networkand the North Korean hack of Sony Pictures have raised the specter of devastating consequences if critical infrastructure were destroyed.

Federal Study: Marijuana Use Doesn’t Increase Auto Crash Rates

After the legalization of marijuana in multiple states around the U.S., many are worried about a corresponding uptick in car crashes as people drive while under the influence of pot. But according to a new federal study (PDF) commissioned by the National Highway Traffic Safety Administration, those fears seem unfounded. They report that after adjusting for other factors (people who tend to drive after using marijuana also tend to be more crash-prone in general), there was no statistically significant increase in crash rates by drivers who tested positive for the drug. It’s still a bad idea to drive high, but driving drunk is far, far worse: “One substance was shown to have a major influence on crashes: alcohol. The study confirmed the enormous danger of drinking and driving, even after age and sex adjustment: drivers with a 0.05% blood-alcohol level were found to be twice as likely to be in a crash. For a person weighing 180 to 190 pounds, that could be a single can of beer, glass of wine, or shot of liquor. At 0.08% (two drinks), the likelihood is quadrupled, and at .20% (four drinks or more), the risk is higher by 23 times.”

Israel’s N.S.A. Scandal – NYTimes.com

IN Moscow this summer, while reporting a story for Wired magazine, I had the rare opportunity to hang out for three days with Edward J. Snowden. It gave me a chance to get a deeper understanding of who he is and why, as a National Security Agency contractor, he took the momentous step of leaking hundreds of thousands of classified documents.


Among his most shocking discoveries, he told me, was the fact that the N.S.A. was routinely passing along the private communications of Americans to a large and very secretive Israeli military organization known as Unit 8200. This transfer of intercepts, he said, included the contents of the communications as well as metadata such as who was calling whom.

Mr. Snowden stressed that the transfer of intercepts to Israel contained the communications — email as well as phone calls — of countless Arab- and Palestinian-Americans whose relatives in Israel and the Palestinian territories could become targets based on the communications. “I think that’s amazing,” he told me. “It’s one of the biggest abuses we’ve seen.”

U.S. House votes to arm Syrian rebels, but questions remain

The House voted 273-to-156 to authorize the plan, a test of support for Obama’s stepped-up campaign to “degrade and destroy” Islamic State fighters who have seized a third of both Iraq and Syria, declared war on the West and seek to establish a caliphate in the heart of the Middle East.

Written as an amendment to a stopgap spending bill, the measure does not include any money to pay for the arms and training.

The New York Times reports:

Scottish nationalists have long argued that being governed from London has deprived their country of its fair share of the wealth from Britain’s oil and natural gas fields, which mostly lie in North Sea waters off their shores.

“It’s Scotland’s oil” was the rallying cry in the 1970s that helped raise the profile of the Scottish Nationalist Party, which now leads the country and is pushing for a vote to secede in the referendum on Thursday. Alex Salmond, the politician leading the separatist movement, has pointed to North Sea energy as the treasure that would help finance an independent Scotland — ensuring that the country could continue the generous public spending, including free university tuition, that he is promising voters.

CIA Torture Report

CIA ‘tortured al-Qaeda suspects close to the point of death by drowning them in water-filled baths’ – Telegraph

As the US Senate prepares to release a report documenting US
torture programme after 9/11, Telegraph reveals new details about the scope
of CIA excesses


“They weren’t just pouring water over their heads or over a cloth,” said the source who has first-hand knowledge of the period. “They were holding them under water until the point of death, with a doctor present to make sure they did not go too far. This was real torture.”

The account of extreme CIA interrogation comes as the US Senate prepares to publish a declassified version of its so-called Torture Report – a 3,600-page report document based on a review of several million classified CIA documents.


Publication of the report is currently being held up by a dispute over how much of the 480-page public summary should remain classified, but it is expected to be published within weeks.

Snowden

The Swiss attorney general has said that whistleblower Edward Snowden can reside there if he responds to state requests for testimony against the US National Security Agency (NSA).


A document provided to the Swiss Sunday newspaper Sonntagszeitung is titled, “What are the rules would apply to consider when Edward Snowden would [be] brought to Switzerland and then the United States would make a request for extradition“, and it relates that the rules would allow the movement and repel the requests.

Speaking to the newspaper, Snowden’s Swiss lawyer Marcel Bosonnet revealed that he is pleased with the results of the study, commenting that, “The legal requirements for safety are met.”

ISIS

Seven in 10 Americans believe ISIS has the resources to launch an attack against the United States, just days before President Barack Obama plans to address the nation on the subject.

The poll released Monday shows that Americans favor:

— Additional airstrikes against ISIS (76% favor, 23% oppose)

— Military aid to forces fighting ISIS (62% favor, 37% oppose)

— Providing humanitarian aid to people fleeing ISIS (83% favor, 16% oppose)

U.S. targets ISIS fighters near Iraq’s second-largest dam

But a majority of Americans, 61%-38%, oppose placing U.S. soldiers on the ground in Iraq and Syria to combat the terrorist group.

Even as Americans support military action against ISIS, they still want Obama to seek authority from Congress before taking any action. More than 7 in 10 Americans think Obama should ask Congress for the ability to strike ISIS militarily. And 8 in 10 Americans support Congress approving military force against ISIS.

“You’re installing 1,000 watt lights over about every two plants and running those 16 to 18 hours a day to grow the product over a 10, 12, 14 week cycle. It’s a pretty significant consumption of electricity.”

The council studied a number of growers across the state earlier this summer after they were granted licenses by the Washington State Liquor Control Board. It determined demand for electricity could grow between 60 and 160 average megawatts over the next few years.

“That’s significant,” Eckman says. “That’s about half of the size of a new combustion turbine gas generating plant.”

Since Washington voters in 2012 approved an initiative to legalize recreational pot use by adults, the state Liquor Control Board has so far issued more than 200 licenses to marijuana growers out of about 2,500 who have applied.

Colorado is now selling more recreational pot than medical pot, a turning point for the newly legal industry.

Tax records released by the state Department of Revenue on Wednesday showed that the state sold $29.7 million worth of recreational marijuana in July, the most recent data available. That was slightly higher than the $28.9 million worth of medical marijuana sold in the same month.

Colorado has many more medical pot shops than recreational pot shops, which are open to all 21 and over. Colorado has some 500 medical shops, fewer than 200 open to all adults.

Since January, Colorado has reaped more than $37 million in taxes from marijuana. That figure includes taxes, licenses and fees from both medical and recreational pot.
