The conflict in Iraq will not be settled any time soon. Although the Islamic State of Iraq and Syria, or ISIS, and its Sunni allies may not be about to march on Baghdad, they are continuing to expand their control over much of northern and western Iraq. The military and diplomatic steps that President Obama has ordered reflect the U.S. need to prevent ISIS from embedding itself in more of Iraq. Whether they will work, however, is another matter.

During Tuesday’s news conference, officials with the state Liquor Control Board, which has been overseeing the implementation of the state’s recreational marijuana law, said that they are poised to adopt emergency rules Wednesday to do three things concerning edible marijuana: require all marijuana-infused products to be labeled clearly as containing marijuana; require all products to be scored in such a way that a serving size is easily identified by the consumer; and requiring marijuana-infused products to be approved by the board before sale.

“FDA conducts for Health and Human Services a scientific and medical analysis of the drug under consideration, which is currently ongoing,” Ventura said. “HHS then recommends to DEA that the drug be placed in a given schedule. DEA considers HHS’ analysis, conducts its own assessment, and makes a final scheduling proposal in the form of a proposed rule.”

NSA is Crazy

More than 5,300 web-based companies and other organizations, including Reddit, Imgur, Tumblr, Mozilla the Electronic Frontier Foundation and the American Civil Liberties Union, have joined forces to protest National Security Agency surveillance on Feb. 11.

The Day We Fight Back, though, is an attempt to dismantle a system that’s been in place for years. Inside the US, participants are urged to put a banner on their website and call or email their legislators in support of Representative Jim Sensenbrenner (R-WI) and Senator Patrick Leahy’s (D-VT) USA Freedom Act, which would reform the NSA’s metadata database. But they’re also urged to oppose Dianne Feinstein’s (D-CA) FISA Improvements Act, a bill that sounds just as pleasant but has been sharply criticized for enshrining the database program in law. And even these are just baby steps in the long run.

“This, we believe, will be a historic lawsuit,” the Kentucky Republican said. The suit, joined by conservative advocacy group FreedomWorks, was filed in U.S. District Court in the District of Columbia.

So far, damages and injury from NSA data-gathering have been hard to establish even on an individual basis. Several groups have brought lawsuits against the administration by saying a particular individual organization or person has suffered because of surveillance. But even for Verizon customers, who have a leaked court order to back them up, there’s no definitive way to tell whether the NSA actually collected metadata from them, and the claim is too hypothetical for many judges. If Paul wants to go forward with the suit, he’ll need to calculate and prove similar damages for _every single member _of his class.


Drones

According to a former drone operator for the military’s Joint Special Operations Command (JSOC) who also worked with the NSA, the agency often identifies targets based on controversial metadata analysis and cell-phone tracking technologies. Rather than confirming a target’s identity with operatives or informants on the ground, the CIA or the U.S. military then orders a strike based on the activity and location of the mobile phone a person is believed to be using.

The drone operator, who agreed to discuss the top-secret programs on the condition of anonymity, was a member of JSOC’s High Value Targeting task force, which is charged with identifying, capturing or killing terrorist suspects in Yemen, Somalia, Afghanistan and elsewhere.

The JSOC operator’s account is supported by another insider who was directly involved in the drone program. Brandon Bryant spent six years as a “stick monkey” – a drone sensor operator who controls the “eyes” of the U.S. military’s unmanned aerial vehicles. By the time he left the Air Force in 2011, Bryant’s squadron, which included a small crew of veteran drone operators, had been credited with killing 1,626 “enemies” in action.

Bryant says he has come forward because he is tormented by the loss of civilian life he believes that he and his squadron may have caused. Today he is committed to informing the public about lethal flaws in the U.S. drone program.

Leaks from two unnamed officials in the Obama administration to the Associated Press describe him as “an al-Qaida facilitator who has been directly responsible for deadly attacks against U.S. citizens overseas and who continues to plan attacks against them that would use improvised explosive devices.”

The person, who was not identified, has been the subject of debate among military commanders and intelligence officials for several weeks as they decide what to recommend. President Barack Obama would make a final decision.

CNN has also learned key members of Congress have been aware of the internal debate.

The officials spoke to CNN’s Barbara Starr on condition of anonymity because of the sensitivity of the situation.

Exhaustive independent studies by the British Bureau of Investigative Journalism, the New America Foundation and the Long War Journal have documented that civilian casualties are endemic – the latest count is at least 440 since the drone campaigns began, according to the BIJ.

Obama himself is hardly unaware of the dreadful downside of errant drone strikes. As Daniel Klaidman reported in his book, “Kill or Capture,” Obama authorized his very first drone strike on the third full day of his presidency, after having been assured by then-CIA director Michael Hayden that the targets were high-level al Qaeda and Taliban commanders. The Hellfire missile he sent into a compound in Pakistan instead killed a prominent pro-government tribal elder and four members of his family, including two children.

“The online news venture backed by eBay founder Pierre Omidyar debuted Monday, featuring fresh revelations about US intelligence from investigative reporter Glenn Greenwald. The news site dubbed ”The Intercept“ launched with two articles, including one co-authored by Greenwald stating that the US National Security Agency is relying on electronic surveillance, such as cell phone location, rather than human intelligence, to locate targets for lethal drone strikes. The report said the NSA ”geolocates“ the SIM card or handset of a suspected terrorist’s mobile phone for raids and drone strikes to capture or kill suspected terrorists…”.* How does this match up with what President Obama has said? Edward Snowden’s Rough Week

Eric Michael O’Neill (born March 3, 1973) is a former American FBI counter-terrorism and counterintelligence operative. He worked and was entitled as an Investigative Specialist with the Special Surveillance Group (SSG) and played a major role in the arrest, conviction, and life imprisonment of FBI agent Robert Hanssen for spying on behalf of the Soviet Union and the Russian Federation.

The ABC News doyenne pushed hard to have NSA leaker*Edward Snowden *at the top of her list of 10 most fascinating people of the year — but in the end was overruled by network brass, a source told Confidenti@l.

In addition to Snowden, the others chosen for the much-anticipated special includeJennifer Lawrence, Miley Cyrus, Kim Kardashian and Kanye West (starring jointly as KimYe), baby Prince George, the cast of “Duck Dynasty,” swimmer Diana Nyad, “Good Morning America” hostRobin Roberts andPope Francis.

World of Spycraft

Online games might seem innocuous, a top-secret 2008 NSA document warned, but they had the potential to be a “target-rich communication network” allowing intelligence suspects “a way to hide in plain sight.” Virtual games “are an opportunity!,” another 2008 NSA document declared.

But for all their enthusiasm — so many CIA, FBI and Pentagon spies were hunting around in Second Life, the document noted, that a “deconfliction” group was needed to avoid collisions — the intelligence agencies may have inflated the threat.

The documents do not cite any counterterrorism successes from the effort, and former American intelligence officials, current and former gaming company employees and outside experts said in interviews that they knew of little evidence that terrorist groups viewed the games as havens to communicate and plot operations.

During Smith’s 6 years on Eve, he used the game to communicate covert messages with the US State Department. Being the perfect cover, online games like Eve provide a pathway of communication between the US government and overseas operatives on nearly secured channels because of the cryptic messages being passed back and forth.

The friend recalls that Smith was on Eve the night of the attack and conveyed that sirens could be heard in the distance, and suddenly would go offline, then pop back up. Beck accuse Sean Smith and his colleagues of either working with the CIA or of being CIA agents, and that some of Smith’s final messages to the outside world – which were sent to members of the EVE Online community – were actually coded, and intended for the CIA.

NSA is CRAZY

The agency’s internal presentation slides, provided by former NSA contractor Edward Snowden, show that when companies follow consumers on the Internet to better serve them advertising, the technique opens the door for similar tracking by the government. The slides also suggest that the agency is using these tracking techniques to help identify targets for offensive hacking operations.

According to the documents, the NSA and its British counterpart, GCHQ, are using the small tracking files or “cookies” that advertising networks place on computers to identify people browsing the Internet. The intelligence agencies have found particular use for a part of a Google-specific tracking mechanism known as the “PREF” cookie. These cookies typically don’t contain personal information, such as someone’s name or e-mail address, but they do contain numeric codes that enable Web sites to uniquely identify a person’s browser.

“In our Q1 earnings call of November 13th, we stated that product orders in China declined 18% in Q1 FY14, whereas in Q4 FY13, we referenced that our business in China had declined 6%,” a Cisco spokesperson told Ars. “By comparison, China bookings were up 8% in Q3 FY13. So, yes, there is a short-term trend of declining business in China, which we have acknowledged.”

“We shouldn’t have gathered economic intelligence under the guise of security – not with an ally,” Clinton told O Globo, a newspaper in Rio de Janeiro.

On Monday the companies, led by Google and Microsoft, presented a plan to regulate online spying and urged the United States to lead a worldwide effort to restrict it. They accompanied it with an open letter, in the form of full-page ads in national newspapers, including The New York Times, and a website detailing their concerns.

Apple, Yahoo, Facebook, Twitter, AOL and LinkedIn joined Google and Microsoft in saying that they believed in governments’ right to protect their citizens. But, they said, the spying revelations that began last summer with leaks of National Security Agency materials by Edward J. Snowden showed that “the balance in many countries has tipped too far in favor of the state and away from the rights of the individual.”


War on Unemployment Benefits Heats Up

One reason the unemployment insurance extension wasn’t included in the budget deal: cost. The budget deal includes about $22 billion in deficit reduction over two years. (It cuts $85 billion but allows spending caps to rise by $63 billion.)

Extending unemployment will cost about $25 billion for one year. It would undo the bill’s savings. That doesn’t mean Congress won’t do it. But they couldn’t credibly pair it with their modest budget bill.

Sen. Rand Paul says “black unemployment in America is double white unemployment” and “hasn’t budged” under President Obama. Actually, the black unemployment rate is lower now than when Obama took office, and the gap between the races is below the historical average.

So I\’ve been spending a lot of time looking at it, and it\’s truly fascinating actually: the way that the currency\’s been designed, and the way that inflation is built in to pay for miners, and all that is truly fascinating. I think that for us at PayPal, it\’s just a question whether Bitcoin will make its way to PayPal\’s funding instrument or not. We\’re kinda thinking about it.
