CISA Security Bill: An F for Security But an A+ for Spying | WIRED

When the Senate Intelligence Committee passed the Cybersecurity Information Sharing Act by a vote of 14 to 1, committee chairman Senator Richard Burr argued that it successfully balanced security and privacy. Fifteen new amendments to the bill, he said, were designed to protect internet users’ personal information while enabling new ways for companies and federal agencies to coordinate responses to cyberattacks. But critics within the security and privacy communities still have two fundamental problems with the legislation: First, they say, the proposed cybersecurity act won’t actually boost security. And second, the “information sharing” it describes sounds more than ever like a backchannel for surveillance.

On Tuesday the bill’s authors released the full, updated text of the CISA legislation passed last week, and critics say the changes have done little to assuage their fears about wanton sharing of Americans’ private data. In fact, legal analysts say the changes actually widen the backdoor leading from private firms to intelligence agencies. “It’s a complete failure to strengthen the privacy protections of the bill,” says Robyn Greene, a policy lawyer for the Open Technology Institute, which joined a coalition of dozens of non-profits and cybersecurity experts criticizing the bill in an open letter earlier this month. “None of the [privacy-related] points we raised in our coalition letter to the committee was effectively addressed.”


“CISA goes far beyond [cybersecurity], and permits law enforcement to use information it receives for investigations and prosecutions of a wide range of crimes involving any level of physical force,” reads the letter from the coalition opposing CISA. “The lack of use limitations creates yet another loophole for law enforcement to conduct backdoor searches on Americans—including searches of digital communications that would otherwise require law enforcement to obtain a warrant based on probable cause. This undermines Fourth Amendment protections and constitutional principles.”

Israel Denies Spying on Iran Nuclear Talks – NYTimes.com

Three top Israeli ministers on Tuesday denied a report that their intelligence services had spied on the closed-door negotiations over Iran‘s nuclear program, as tensions continued to mount between Washington and Jerusalem.

“There is no such thing as Israel spying on the Americans,” the defense minister, Moshe Yaalon, said at a pre-Passover toast, according to a transcript provided by his office. Mr. Yaalon said he had checked and found no complaint from the United States to Israeli intelligence services about such spying. “There is a strict prohibition on that,” he said.

NSA shared Americans’ private communications with Israel: Snowden

Former U.S. intelligence analyst Edward Snowden has accused the U.S. National Security Agency of routinely passing private, unedited communications of Americans to Israel, an expert on the intelligence agency said Wednesday.

James Bamford, writing in the New York Times, said Snowden told him the intercepts included communications of Arab- and Palestinian-Americans whose relatives in Israel and the Palestinian territories could become targets based on the information.

“It’s one of the biggest abuses we’ve seen,” Bamford quoted Snowden as saying.

Snowden said the material was routinely transferred to Unit 8200, a secretive Israeli intelligence organization.

Bamford cited a memorandum of understanding between the NSA and its Israeli counterpart outlining transfers that have occurred since 2009.

Leaked by Snowden and first reported by the British newspaper the Guardian, it said the material included “unevaluated and unminimized transcripts, gists, facsimiles, telex, voice and Digital Network Intelligence metadata and content.”

The Wall Street Journal‘s Adam Entous dropped a huge story Tuesday morning: Israel acquired classified US information while spying on the Iranian nuclear negotiations, and leaked the stolen information about the emerging deal to American lawmakers in an attempt to sabotage the Obama administration’s outreach to Tehran.

US House Votes 348-48 To Arm Ukraine, Russia Warns Lethal Aid Will “Explode The Whole Situation” | Zero Hedge

Yesterday, in a vote that largely slid under the radar, the House of Representatives passed a resolution urging Obama to send lethal aid to Ukraine, providing offensive, not just “defensive” weapons to the Ukraine army – the same insolvent, hyperinflating Ukraine which, with a Caa3/CC credit rating, last week started preparations to issue sovereign debt with a US guarantee, in essence making it a part of the United States (something the US previously did as a favor to Egypt before the Muslim Brotherhood puppet regime was swept from power by the local army).

The resolution passed with broad bipartisan support by a count of 348 to 48.

According to DW, the measure urges Obama to provide Ukraine with “lethal defensive weapon systems” that would better enable Ukraine to defend its territory from “the unprovoked and continuing aggression of the Russian Federation.”

“Policy like this should not be partisan,” said House Democrat Eliot Engel, the lead sponsor of the resolution. “That is why we are rising today as Democrats and Republicans, really as Americans, to say enough is enough in Ukraine.”

Engel, a New York Democrat, has decided that he knows better than Europe what is the best option for Ukraine’s people – a Europe, and especially Germany, which has repeatedly said it rejects a push to give western arms to the Ukraine army, and warned that Russia under President Vladimir Putin has become “a clear threat to half century of American commitment to an investment in a Europe that is whole, free and at peace. A Europe where borders are not changed by force.

This war has left thousands of dead, tens of thousands wounded, a million displaced, and has begun to threaten the post-Cold War stability of Europe,” Engel said.

Odd, perhaps the US state department should have thought of that in a little over a year ago when Victoria Nuland was plotting how to most effectively put her puppet government in charge of Kiev and how to overthrow the lawfully elected president in a US-sponsored coup.

Then again, one glance at the Rep. Engel’s career donors provides some explanation for his tenacity to start another armed conflict and to escalate what he himself defines as a cold war into a warm one.

Cruz’s Wife Heidi to Take Unpaid Leave From Goldman – Bloomberg Business

Sachs Group Inc. in Houston, has taken an unpaid leave from her
private wealth-management job to help with her husband’s
campaign for the U.S. presidency, a person familiar with the
matter said.

Ted Cruz, 44, a Republican senator from Texas, said on
Twitter early Monday morning that he plans to run for president
in the 2016 election. Heidi Cruz’s leave will last the duration
of the campaign, said the person, who asked not to be identified
speaking about Cruz’s employment.

Heidi Cruz, 42, a Harvard Business School graduate who
worked in President George W. Bush’s administration, joined
Goldman Sachs in 2005 and was promoted to managing director, the
firm’s second-highest rank, in 2012. She serves as regional head
of the Houston office in the private wealth-management unit,
which serves individuals and families who have on average more
than $40 million with the firm.

Experts say ISIS ransom clip faked as deadline for Japanese hostages passes | Fox News

The hostage video showing the hostages wearing orange jump suits and kneeling before a masked, black-clad jihadist may have been faked, experts said. New analysis of the video appears to reveal the message was shot indoors using a “green screen,” and a phony backdrop, according to Veryan Khan, editorial director for the Terrorism Research and Analysis Consortium. She told The Associated Press the light source on the men in the latest videos appears to be coming from two different directions — as opposed to one bright sun, and said if the video was made outdoors in natural light, the shadows behind them should be going in one direction. Instead, they converge.

“The hostages are visibly bothered by” the bright light, she said.

After Brief Respite, Conflict In Ukraine Flares Back Up

The war in eastern Ukraine seems to have restarted. Russian-backed militias have launched an offensive on several fronts. NATO says that Russian troops are now openly taking part in the assault, providing heavy weapons and advanced technology to the militias. A small minority have covertly engineered a partial solution by pooling funds to create a private network of more than 9,000 computers with small, inexpensive but powerful hidden Wi-Fi antennas and Ethernet cables strung over streets and rooftops spanning the entire city. Disconnected from the real Internet, the network is limited, local and built with equipment commercially available around the world, with no help from any outside government, organizers say.

Hundreds are online at any moment pretending to be orcs or U.S. soldiers in multiplayer online games such as “World of Warcraft” or “Call of Duty.” They trade jokes and photos in chat rooms and organize real-world events like house parties or trips to the beach.

“We really need Internet because there’s so much information online, but at least this satisfies you a little bit because you feel like, `I’m connected with a bunch of people, talking to them, sharing files,” said Rafael Antonio Broche Moreno, a 22-year-old electrical engineer who helped build the network known as SNet, short for streetnet.

The Obama administration has quietly approved a substantial expansion of the terrorist watchlist system, authorizing a secret process that requires neither “concrete facts” nor “irrefutable evidence” to designate an American or foreigner as a terrorist, according to a key government document obtained by The Intercept.

“Instead of a watchlist limited to actual, known terrorists, the government has built a vast system based on the unproven and flawed premise that it can predict if a person will commit a terrorist act in the future,” says Hina Shamsi, the head of the ACLU’s National Security Project. “On that dangerous theory, the government is secretly blacklisting people as suspected terrorists and giving them the impossible task of proving themselves innocent of a threat they haven’t carried out.” Shamsi, who reviewed the document, added, “These criteria should never have been kept secret.”

MH17 disaster: few hard facts so far

As mourning continues for the 298 people killed in the Malaysia Airlines crash in Ukraine, few hard facts about the disaster’s causes are available. DW reviews the past week’s mix of sketchy details and speculation.


Recently published photographs show a piece of fuselage from the Malaysia Airlines plane peppered with “a fairly dense but also widespread shrapnel pattern” typical for a blast from an SA-11 surface-to-air missile, said defense analyst Justin Bronk, a military science analyst at the Royal United Services Institute in London.
“The shrapnel damage on the airframe parts that’s been seen so far is consistent with what you would expect to see from an SA-11 warhead exploding in close proximity,” Bronk told AFP. “But to get a conclusive answer, you would have to take the aircraft away and completely reconstruct it as best as you could.”


The boxes – which are actually orange – were handed over by the OVV to the Air Accidents Investigation Branch (AAIB) in Farnborough, UK, for examination. **On Wednesday, AAIB experts downloaded “valid data” from the first black box, the cockpit voice recorder, which is expected to give them hours of the pilots’ conversations. **Investigators have now started examining the second black box, the flight data recorder.

Satellites Track Malaysian Airlines MH17 Crash Site from Space (Images)

The images show a charred wheat field close to the village of Grabovo where the bulk of the plane went down. But the wreckage of the crash, which killed all 298 people on board, was strewn across about 13 square miles (33 square kilometers) of farmland. The Earth-observing satellites could not capture the images until Sunday (July 20) since smoke from the wreckage and cloud cover initially blocked the view.

The bird’s-eye view of the site was imaged by DigitalGlobe, a company based in Colorado that programmed three of its five satellites to track the area after reports of the plane crash came flooding in. [See the top images from the DigitalGlobe contest in 2013]

What you need to know about the surface-to-air missile system known as the
SA-11 or Buk, which is believed to have shot down the MH17 flight.

The Internet Archives website shows that a post appeared on Strelkov’s social media profile bragging about shooting down a transport plane close to the MH 17 crash site. In a subsequent post, Strelkov said the information passed along came not from him directly, but from militia members on the scene. He said the information was unofficial and incorrect.

Southstream Pipeline

Route

South Stream’s offshore section with the total length of 930 kilometers will run under the Black Sea through the exclusive economic zones of Russia, Bulgaria and Turkey. The maximum depth will be more than two kilometers and the design capacity will amount to 63 billion cubic meters.

The onshore section will cross Bulgaria, Serbia, Hungary and Slovenia. The gas pipeline will end at the Tarvisio gas metering station in Italy. Gas branches from the main pipeline route will be built to Croatia and to Republika Srpska (the state formation within Bosnia and Herzegovina).

In order to feed the required amount of gas into the South Stream gas pipeline, Russia’s gas transmission system will be expanded by means of constructing the additional 2,506.2 kilometers of linepipe and 10 compressor stations with the total capacity of 1,516 MW. This project has been named Southern Corridor and will be implemented in two phases before 2018.

Russia sues EU over its ‘Third Energy Package’

Russia has sued the EU to the World Trade Organization (WTO) over the EU’s so-called “Third Energy Package”, a source said to RIA Novosti. The Third Energy Package stipulates that pipe lines on the territory of the EU can’t belong to that companies that extract the natural gas. These companies should either sell their shares in the EU or pass the management of the pipe lines to independent companies.

The Netherlands was a mailbox paradise for Russia

The Netherlands is a true paradise for mailboxes Russia at the Amsterdam Zuidas are many Russian billions parked. Not only for tax reasons, but also the legal climate in the Netherlands protects – often obscure – Russian companies against the wrath of Putin.

It is perhaps not obvious, but the Netherlands is the second largest investor in Russia. Netherlands in 2012 accounted for over 12 percent of all investments and 15.9 percent of all investments from Russia. Only the smaller Cyprus scored higher. In third place graced the smaller British Virgin Islands.


Lukoil, the second largest Russian company, for example, has been sitting 59 subsidiaries in the Netherlands. A Dutch holding company owns all of its European operations. End of 2013 the company had 15.9 billion in assets.


Sanctions Victim Novatek, Russia’s second largest gas producer, has 800 million euros in a Dutch company called Arctic Russia BV sit. And that’s not all.


Perhaps the most notable name on the U.S. sanctions list was Genaddy Timchenko, founder of one of the world’s largest commodity traders Gunvor.

Since 2010 the company has, in contradiction with the law, all financial statements filed no more. In that year, the company had $ 59 billion in revenues and paraded there are 7 billion of assets on its balance sheet.
In short, Russia, the Netherlands is a true paradise mailboxes.

In Ukraine, the US is using a divide and conquer strategy to pit the EU against trading partner Moscow. The State Department and CIA helped to topple Ukraine’s elected President Viktor Yanukovych and install a US stooge in Kiev who was ordered to cut off the flow of Russian gas to the EU and lure Putin into a protracted guerilla war in Ukraine. The bigwigs in Washington figured that, with some provocation, Putin would react the same way he did when Georgia invaded South Ossetia in 2006. But, so far, Putin has resisted the temptation.

But here’s the odd part: Washington doesn’t have a back-up plan. It’s obvious by the way Poroshenko keeps doing the same thing over and over again expecting a different result. That demonstrates that there’s no Plan B. Either Poroshenko lures Putin across the border and into the conflict, or the neocon plan falls apart, which it will if they can’t demonize Putin as a “dangerous aggressor” who can’t be trusted as a business partner.


So all Putin has to do is sit-tight and he wins, mainly because the EU needs Moscow’s gas. If energy supplies are terminated or drastically reduced, prices will rise, the EU will slide back into recession, and Washington will take the blame. So Washington has a very small window to draw Putin into the fray, which is why we should expect another false flag incident on a much larger scale than the fire in Odessa. Washington is going to have to do something really big and make it look like it was Moscow’s doing. Otherwise, their pivot plan is going to hit a brick wall.**


“Ukraine’s Parliament adopted .. a bill under which up to 49% of the country’s gas pipeline network could be sold to foreign investors. This could pave the way for US or EU companies, which have eyed Ukrainian gas transportation system over the last months.


US corporations will be able to buy up nearly half of a pipeline that moves 60 percent of the gas that flows from Russia to Europe. That’s what you call a tollbooth, my friend; and US companies will be in just the right spot to gouge Moscow for every drop of natural gas that transits those pipelines. And gouge they will too, you can bet on it.

This also explains why the Obama crowd is trying to torpedo Russia’s other big pipeline project called Southstream. Southstream is a good deal for Europe and Russia. On the one hand, it would greatly enhance the EU’s energy security, and on the other, it will provide needed revenues for Russia so they can continue to modernize, upgrade their dilapidated infrastructure, and improve standards of living. But “the proposed pipeline (which) would snake about 2,400 kilometers, or roughly 1,500 miles, from southern Russia via the Black Sea to Bulgaria, Serbia, Hungary and ultimately Austria. (and) could handle about 60 billion cubic meters of natural gas a year, enough to allow Russian exports to Europe to largely bypass Ukraine” (New York Times) The proposed pipeline further undermines Washington’s pivot strategy, so Obama, the State Department and powerful US senators (Ron Johnson, John McCain, and Chris Murphy) are doing everything in their power to torpedo the project.


“What gives Vladimir Putin his power and control is his oil and gas reserves and West and Eastern Europe’s dependence on them,” Senator Johnson said in an interview. “We need to break up his stranglehold on energy supplies. We need to bust up that monopoly.” (New York Times)

  • Russia only provides 30 percent of the gas the EU uses every year.

[The US] believe that if they sabotage South stream and nail down 49 percent ownership of Ukraine’s pipeline infrastructure, then the vast majority of Russian gas will have to flow through Ukrainian pipelines. They think that this will give them greater control over Moscow.

Europe and Russia are a perfect fit. Europe needs gas to heat its homes and run its machinery. Russia has gas to sell and needs the money to strengthen its economy. It’s a win-win situation. What Europe and Russia don’t need is the United States. In fact, the US is the problem.

As many commentators have noted, Russia provides upwards of one
third of Europe’s gas imports, with 60-80 percent of that supply
traveling through pipelines on the territory of Ukraine.

Ukrainian Su-25 fighter detected in close approach to MH17 before crash

The Russian military detected a Ukrainian SU-25 fighter jet gaining height towards the MH17 Boeing on the day of the catastrophe.

“A Ukraine Air Force military jet was detected gaining
height, it’s distance from the Malaysian Boeing was 3 to
5km,”
said the head of the Main Operations Directorate of
the HQ of Russia’s military forces, Lieutenant-General Andrey
Kartopolov speaking at a media conference in Moscow on Monday.

“[We] would like to get an explanation as to why the military
jet was flying along a civil aviation corridor at almost the same
time and at the same level as a passenger plane,”
he stated.

2 Ukrainian fighters seen following Malaysian jet minutes before crash

According to the Spanish air traffic controller, two Ukrainian fighters had been seen near the Malaysian jet three minutes before it disappeared from radars.

This information is confirmed by eyewitnesses in the Donetsk region who saw Ukrainian warplanes near the passenger jet. They say they heard sounds of powerful blasts and saw a Ukraine warplane shortly before the crash.

The EU’s foreign ministers have met to discuss new sanctions on Russia following the destruction of the MH17 passenger plane. Only the Netherlands – of all nations – has been delaying proceedings.

Air India flight was 90 seconds away when missile struck Malaysia Airlines Flight MH17

An Air India Dreamliner flight going from Delhi to Birmingham was in fact less than 25km away from the Malaysian aircraft, a distance covered by a Dreamliner or Boeing 777 in about 90 seconds, when the latter was hit. Because of this closeness, the Dnipropetrovsk (local Ukrainian) air traffic controller asked the AI pilots to try and establish contact with pilots of the Malaysian aircraft who had stopped responding to its calls.

Minutes before the crash caused by a missile strike, the AI pilots had also heard the controller give the Malaysian aircraft MH17 what is called “a direct routing”. This permits an aircraft to fly straight, instead of tracking the regular route which is generally a zig-zag track that goes from one ground-based navigation aid or way point to another. “Direct routing saves fuel and time and is preferred by pilots. In this case, it proved fatal,” said an airline source.

“The AI Dreamliner was less than 25km away from the Malaysian aircraft when the latter was hit by a missile. When the pilots learnt the cause of the crash later, they were stunned. It’s like the person standing next to you has been hit by a sniper bullet,” said the source.


Soon after the tragedy, the media picked up data from flightradar24, a live flight tracker website which showed the AI aircraft in the vicinity. But the next day, on Friday, the civil aviation ministry issued a statement that “there was no Air India flight near the ill-fated Malaysian plane at the time of the incident”.

The Brics group comprises Brazil, Russia, India, China and South Africa. The bank, aimed at funding infrastructure projects in developing nations, will be based in Shanghai, and India will preside over its operations for the first five years, followed by Brazil and then Russia

The bank will begin with a subscribed capital of $50bn divided equally between its five founders, with an initial total of $10bn in cash put in over seven years and $40bn in guarantees. It is scheduled to start lending in 2016 and be open to membership by other countries, but the capital share of the Brics cannot drop below 55%.

Federal charges filed in hash oil apartment explosion on Kirkland, Kenmore boundary – Kirkland Reporter

A Kirkland man is among seven people charged in connection with explosions tied to the practice of extracting has oil from marijuana.

Kirkland resident Robby Wayne Meiser, 46, is charged with the Jan. 1 explosion and fire at the Inglenook Apartments on the Kirkland and Kenmore boundary.

“Manufacturing hash oil is illegal and poses a significant risk to families, neighbors and the general public,” U.S. Attorney Jenny A. Durkan said. “An explosion and fire caused by hash oil production at a Bellevue apartment complex caused significant injuries to people trying to escape the flames. We will not stand by and allow this dangerous conduct to endanger the public.”

According to the U.S. Attorney’s Office, endangering human life while manufacturing controlled substances is punishable by up to 10 years in prison; maintaining drug-involved premises can bring up to 20 years; and manufacturing hash oil can result in up to five years.

Dog nearly dies after eating apple marijuana pipe

Misty is a 6-month old lab whose favorite treat just so happens to be a bite of apple here and there. So it was no surprise to see her grab a free one sitting along the beach at the Edmonds dog park.

To capitalize on his recent departure from military intelligence—Alexander resigned in March following months of revelations by NSA whistleblower Edward Snowden—the general is offering his security expertise to the banking industry for the fire sale price of $600,000 per month after first asking for $1 million. There are threats everywhere, Alexander warns, and “It would be devastating if one of our major banks was hit, because they’re so interconnected.”

That may be, but Rep. Alan Grayson (D-Florida) is suspicious that Alexander has anything useful to offer at that price—unless, that is, he’s peddling national security secrets.

Back in Iraq

U.S. sending more troops to Iraq – CNN.com

The new troops will provide security for the U.S. Embassy, the Baghdad airport and other facilities in Iraq, Pentagon spokesman Rear Adm. John Kirby said.

The deployment includes “a detachment of helicopters and unmanned aerial vehicles, which will bolster airfield and travel route security,” Kirby said in a written statement.

The 300 troops are in addition to 300 U.S. advisers who will help to train Iraq’s security forces.

In an audio statement posted online that coincided with the first day of the Muslim holy month of Ramadan, a spokesman for the Islamic State in Iraq and the Levant (ISIS), announced that the group’s leader, Abu Bakr al-Baghdadi, was the “caliph,” or leader, of a state whose territory extended from the city of Aleppo in northwestern Syria, to Diyala province in northeastern Iraq.

The spokesman, Abu Muhammad al-Adnani, described al-Baghdadi as “the imam and khalifah (caliph) for the Muslims everywhere.” He also said that with the establishment of the caliphate, the group was changing its name to just the Islamic State, dropping the mention of Iraq and the Levant.

Marijuana shortages could have Washington stores, customers wondering: Where’s the weed?

Oliver is the chief scientist at Analytical 360 in Yakima, the only lab that has been certified to test the heavily taxed marijuana that will wind up on store shelves next month. So far, just two licensed growers have turned in samples for testing, with another due to turn in a small batch next week, he told The Associated Press on Saturday.

“There’s such a small stream of samples coming through,” he said. “There’s going to be some long lines and some high prices.”

Germany opens inquiry into claims NSA tapped Angela Merkel\’s phone

Germany\’s federal prosecutor has defied public expectations by opening an investigation into the alleged tapping of Angela Merkel\’s mobile phone by the US\’s National Security Agency (NSA).

Federal prosecutor Harald Range announced on Wednesday: \”I informed parliament\’s legal affairs committee that I have started a preliminary investigation over tapping of a mobile phone of the chancellor.\”

Most Americans Think Snowden Did the Right Thing, Poll Says

According to a survey commissioned by cloud storage service Tresorit.

The survey found that 55 percent of respondents think Snowden did the right thing in exposing PRISM, the mass data-mining program, while another 29 percent believe he was in the wrong, and 16 percent endorse neither statement. Of Snowden\’s supporters, 80 percent said he exposed constitutional violations.

Insane in the Ukraine:

Conflicting accounts in heightened eastern Ukraine fighting – CNN.com

A Ukrainian government spokesman claimed that more than 300 pro-Russia militants had been killed and at least 500 wounded during an ongoing Ukrainian military operation in the towns of Krasny Liman and Slovyansk.

The self-declared separatist mayor of Slovyansk, however, said only 10 separatist fighters had died and 12 were injured in the fighting.

CNN could not immediately confirm either report.

But a CNN investigation in Luhansk has found clear evidence that whatever detonations hit the building and the adjoining park came from the air. The tops of trees were splintered, and a series of small craters — about a dozen — had been blasted in a straight line, starting in the park and reaching the walls of the building, blowing out many of its windows and spraying the area with jagged shrapnel. That\’s what appears to have killed most of the victims and injured 20 more.

The pattern of the craters clearly indicated some sort of strafing, according to a munitions expert at the scene with CNN. Their size suggested 30-millimeter ordnance, he said, which is standard equipment on the Su-25, a ground attack fighter, and the Su-27 — both combat aircraft operated by Ukraine.

U.S. President Barack Obama voiced his support for Ukraine\’s newly elected president and called for the international community to \”stand solidly behind\” him Wednesday, on a visit to Europe dominated by the crisis in Ukraine.

U.S. reaffirms: No weapons will go to Ukraine

State Department spokesman Jen Psaki reiterated this week that \”we\’ll continue to review their requests\” but that the U.S. policy hasn\’t changed regarding lethal weapons. When asked by a reporter here Tuesday whether the U.S. will provide such aid, Obama pointed out that during the Crimea crisis the U.S. provided non-lethal assistance.

In Maureen Dowd\’s latest column for the New York Times, she describes her scary experience eating a pot candy bar while reporting on legalized marijuana in Colorado.

She sat in a Denver hotel room experimenting with the legalized edible, \”nibbling\” on some of the chocolate-flavored bar.

\”For an hour, I felt nothing […] But then I felt a scary shudder go through my body and brain. I barely made it from the desk to the bed, where I lay curled up in a hallucinatory state for the next eight hours,\” Dowd said.

She goes on to explain how her paranoia deepened, saying the high wore off \”distressingly slowly.\”

\”I had been convinced that I had died and no one was telling me,\” Dowd said.

Not counting medicinal weed sales, Colorado sold nearly $19 million in their recreational weed market in the month of March, and $1.9 million of that goes straight into government coffers and towards building schools.

The legislation smoked through the Republican-dominated House with a 218-189 vote in favor of the bill Friday. The bill\’s suprising majority vote represents increasingly joint views about federal oversight of state medical marijuana laws between Democrats and Republicans. The vote also reflects public opinion. The ratio of Americans in favor of medical marijuana is high at 73 percent, according to a Pew Research study.

Exclusive: Emails reveal close Google relationship with NSA | Al Jazeera America

Al Jazeera has obtained two sets of email communications dating from a year before Snowden became a household name that suggest not all cooperation was under pressure.

On the morning of June 28, 2012, an email from Alexander invited Schmidt to attend a four-hour-long “classified threat briefing” on Aug. 8 at a “secure facility in proximity to the San Jose, CA airport.”

Alexander, Schmidt and other industry executives met earlier in the month, according to the email. But Alexander wanted another meeting with Schmidt and “a small group of CEOs” later that summer because the government needed Silicon Valley’s help.

“About six months ago, we began focusing on the security of mobility devices,” Alexander wrote. “A group (primarily Google, Apple and Microsoft) recently came to agreement on a set of core security principles. When we reach this point in our projects we schedule a classified briefing for the CEOs of key companies to provide them a brief on the specific threats we believe can be mitigated and to seek their commitment for their organization to move ahead … Google’s participation in refinement, engineering and deployment of the solutions will be essential.”

The classified briefing cited by Alexander was part of a secretive government initiative known as the Enduring Security Framework (ESF)

Cyber Briefings ‘Scare The Bejeezus’ Out Of CEOs : NPR

“We scare the bejeezus out of them,” says one U.S. government participant.

“We can turn your computer into a brick,” U.S. officials told the startled executives, according to a participant in the meeting.

The warning came during a discussion of emerging cyberthreats at a secret session hosted by the office of the Director of National Intelligence and the departments of Defense and Homeland Security, along with Gen. Keith Alexander, head of the U.S. military’s Cyber Command.

USA Freedom Act unanimously clears House Judiciary Committee

The USA Freedom Act, designed to prevent the US government from collecting US phone data in bulk, passed the House Judiciary Committee by a 32 to zero bi-partisan vote, making it the first surveillance reform bill to proceed out of committee and to the House floor.

The bill’s architect, Republican James Sensenbrenner of Wisconsin, who also wrote the 2001 Patriot Act, said the bill “makes it crystal clear that Congress does not support bulk collection.”

Putin ‘backs 25 May elections’ Says They Decide Nothing if not everyone is involved

Russia’s President Vladimir Putin says Ukraine’s presidential election on 25 May is a step “in the right direction”.

But he said the vote would decide nothing unless the rights of “all citizens” were protected.

Mr Putin also said that Russia had pulled back its troops from the border, as tension remains high.

“We were told constantly about concerns over our troops near the Ukrainian border,” Mr. Putin said. “We have pulled them back. Today they are not at the Ukrainian border but in places of regular exercises, at training grounds.”

NATO officials said that they saw no immediate sign that Russian forces had pulled back, news services reported from NATO’s headquarters in Brussels. A White House spokesman, Josh Earnest, told reporters traveling with President Obama aboard Air Force One that while the United States would welcome a Russian military pullback from the Ukraine border region, “there has been no evidence that such a withdrawal has taken place.”

Objective: To determine the efficacy of medical marijuana in several neurologic conditions.

Methods: We performed a systematic review of medical marijuana (1948–November 2013) to address treatment of symptoms of multiple sclerosis
(MS), epilepsy, and movement disorders. We graded the studies according to the American Academy of Neurology classification
scheme for therapeutic articles.

Results: Thirty-four studies met inclusion criteria; 8 were rated as Class I.

Conclusions: The following were studied in patients with MS: (1) Spasticity: oral cannabis extract (OCE) is effective, and nabiximols
and tetrahydrocannabinol (THC) are probably effective, for reducing patient-centered measures; it is possible both OCE and

  • THC are effective for reducing both patient-centered and objective measures at 1 year. (2) Central pain or painful spasms
    (including spasticity-related pain, excluding neuropathic pain): OCE is effective; THC and nabiximols are probably effective.

  • The risks and benefits of medical marijuana should be weighed carefully.

  • Risk of serious adverse psychopathologic effects was nearly 1%.

  • Comparative effectiveness of medical marijuana vs other therapies is unknown
    for these indications.

Snowden hired an Espionage Act defense lawyer to work on a U.S. plea deal

Whistleblower Edward Snowden reportedly hired a lawyer in an attempt to cut a plea deal with the U.S. government.

Plato Cacheris, regarded as an expert in the Espionage Act—violation of which is the main charge brought against Snowden—has been working for Snowden since he leaked a host of National Security Agency documents last summer, according to the New York Times.

F.C.C., in a Shift, Backs Fast Lanes for Web Traffic

The Federal Communications Commission said on Wednesday that it would propose new rules that allow companies like Disney, Google or Netflix to pay Internet service providers like Comcast and Verizon for special, faster lanes to send video and other content to their customers.

FCC’s new net neutrality proposal: What do we really know?

FCC Chairman Tom Wheeler’s proposal is scheduled to be released to the public on May 15, when the commission plans to vote on the first step in a long process to reinstate net neutrality rules shot down by an appeals court in January.

The first criticisms of Wheeler’s proposal came shortly after the Wall Street Journal broke a story Wednesday saying the FCC proposal would allow broadband providers to charge Web businesses for access to their fastest service.

The 1,300-word story was short on details, with only one or two paragraphs describing the proposal, and most of the rest of the story focused on reactions and on the history of the net neutrality fight.

Sen. Al Franken criticized as “misguided” a plan being considered by the FCC’s head to let companies pay for preferential access to ISPs, warning that it would “destroy” the concept of an open Internet.

In a letter sent to FCC Chairman Tom Wheeler on Tuesday, Franken said that the idea would constitute “an affront to Net neutrality and have no place in an online marketplace that values competition and openness.”

“Your proposal would grant Verizon, Comcast, and other ISPs the power to pick winners and losers on the Internet, which violates core Net neutrality principles that you have publicly supported in the past. Although you claim that this proposal is not a ”turnaround,“ it is difficult to understand how it does not flatly contradict your own Commission’s Open Internet Order.”

In a strongly-worded and occasionally defensive blog post published Tuesday, Wheeler declared that he is a “strong believer in the importance of an Open Internet,” and said that his priority is to quickly craft new net neutrality rules that would withstand legal challenges.

What will happen at the FCC meeting on May 15?

The FCC is scheduled to vote on a notice of proposed rulemaking, or NPRM, addressing the new net neutrality plan. In an NPRM, the commission releases a set of proposals and asks for public comment on them. It’s the first step in a long process for the FCC to pass new regulations.

Because of the controversy over the proposal, the FCC has already begun taking email comments at openinternet@fcc.gov.

After Comcast, Netflix signs traffic deal with Verizon

Netflix just confirmed that it will pay Verizon for direct access through the carrier’s network, allowing for improved streaming video for customers. According to a brief statement, “We have reached an interconnect arrangement with Verizon that we hope will improve performance for our joint customers over the coming months.” The announcement mirrors a similar peering deal inked earlier this year made by Netflix and Comcast, and likely won’t be the last of its kind.

For a content company such as Netflix, paying an ISP like Comcast for interconnection is not the same as paying for Internet transit. Transit networks like Level3, XO, Cogent and Tata perform two important services: (1) they carry traffic over long distances and (2) they provide access to every network on the global Internet. When Netflix connects directly to the Comcast network, Comcast is not providing either of the services typically provided by transit networks.

Ukrainian President Says Security Forces ‘Helpless’ Against Militias in East – NYTimes.com

As pro-Russian gunmen seized another city in eastern Ukraine on Wednesday, the country’s acting president said that the government’s police and security officials were “helpless” to control events in large swaths of the region, where at least a dozen cities are now in the hands of separatists.

With the admission by the country’s acting leader, Oleksandr V. Turchynov, that major chunks of the country had slipped from the government’s grasp, the long-simmering conflict in Ukraine seemed to enter a new and more dangerous phase.

Kerry: U.S. Taped Moscow’s Calls to Its Ukraine Spies

The United States has proof that the Russian government in Moscow is running a network of spies inside eastern Ukraine because the U.S. government has recordings of their conversations, Secretary of State John Kerry said in a closed-door meeting Friday.

“Intel is producing taped conversations of intelligence operatives taking their orders from Moscow and everybody can tell the difference in the accents, in the idioms, in the language. We know exactly who’s giving those orders, we know where they are coming from,” Kerry said at a private meeting of the Trilateral Commission in Washington. A recording of Kerry’s remarks was obtained by The Daily Beast.

Senate Republicans are pressing the Obama administration to do more to help Ukraine and hurt Russia and are introducing a new bill that would provide for weapons, sanctions, and more aid.

Russia’s foreign exchange reserves were drained of a record $63 billion in the first quarter of the year, Economic Development Minister Alexei Ulyukayev said Wednesday in an address to the lower house of the parliament.
If that pace continues, losses this year would surpass the $120 billion Russia lost in 2008 at the height of the global recession.

Last year, Russia’s economy grew 1.3 percent, its weakest rate in the past 13 years with the exception of 2009, when the country suffered in the global downturn. The growth slowed further this year as investors pulled money out of the county amid concerns over Russia’s policy in Ukraine.


Supreme Court Considers Limits On Warrantless Cellphone Searches

At Tuesday’s Supreme Court argument, Riley’s lawyer, Jeffrey Fisher, told the justices that the Founding Fathers never intended to allow such wide-ranging searches without a warrant. The warrantless search at the time of arrest, he noted, was to protect the officer’s safety and to prevent the destruction of evidence.

This morning, I attended the Supreme Court arguments in the cell phone search cases, United States v. Wurie and Riley v. California. Here are some initial impressions of the argument


Weed Wackers:

Colorado eyes regulating marijuana edibles serving size after two deaths

Two recent Colorado deaths have been associated with legal edible marijuana products, and state regulators may now step in to better regulate portion sizes.

A 19-year-old student visiting the state on spring break jumped to his death off of a hotel balcony in March after eating 65mg of THC in a pot cookie. In April, a 47-year-old man fatally shot his wife in the head while high from candy marijuana edibles.

Ten milligrams of THC is considered a serving size of the drug, but Colorado has no requirement that edibles be packaged in single servings, at least for now.

10mg of THC is considered roughly equivalent to the amount in a medium-sized joint.

In Washington state, where retail sales don’t begin until July, edible pot products will have the same 10mg serving size, with a maximum of 10 servings per package, said Brian Smith of the Washington State Liquor Control Board, which is regulating recreational pot sales.

Edward Snowden defends decision to question Vladimir Putin on surveillance

In the phone-in, Snowden asked Putin: “Does Russia intercept, store or analyse, in any way, the communications of millions of individuals?”

Putin replied: “Our intelligence efforts are strictly regulated by our law… We don’t have a mass system of such interception and – according with our law –it cannot exist.”

The wording was deliberately modelled, Snowden says, on the query of US senator Ron Wyden to the director of national intelligence, James Clapper, in March last year – almost three months before the NSA disclosures began – to which Clapper blatantly and inaccurately denied that the US government collected data on millions on Americans.

“The question was intended to mirror the now infamous exchange between Senator Ron Wyden and DNI James Clapper… and to invite either an important concession or a clear evasion” from Putin, Snowden writes.

Lavabit held in contempt of court for printing crypto key in tiny font [Updated] | Ars Technica

A federal appeals court on Wednesday upheld a contempt of court ruling against Ladar Levison and his now-defunct encrypted e-mail service provider, Lavabit LLC, for hindering the government’s investigation into the National Security Agency leaks surrounding Edward Snowden.

In the summer of 2013, Lavabit was ordered to provide real-time e-mail monitoring of one particular user of the service, believed to be Snowden, the former NSA contractor turned whistleblower. Instead of adequately complying with the order to turn over the private SSL keys that protected his company’s tens of thousands of users from the government’s prying eyes, Levison chose instead to shut down Lavabit last year after weeks of stonewalling the government.

Volodymyr Rybak

Rybak had tried to remove the flag of the separatist Donetsk Republic, the website said. “Over my dead body will you take down that flag,” one man in plain clothes yells at Rybak as the politician tries to gain entry to the town hall.

Two uniformed policemen appear in the video, though only one appears to intervene – ineffectually. After several minutes, Rybak appears able to walk away. Ukraine’s Interior Ministry said he was seen being bundled into a car by masked men in camouflage later that day. His body was found on Saturday near Slaviansk.


Drone Update:

The newspaper The Australian first reported the deaths. The newspaper said Wednesday the men were killed Nov. 19 during a Predator drone strike on rebels traveling in a convoy of cars in Yemen’s eastern region of Hadramout. It said the men were part of Yemen’s Al-Qaeda branch, also called Al-Qaeda in the Arabian Peninsula.

The newspaper identified the Australian as Christopher Harvard of Townsville.

Court: U.S. must release memo on targeted killings

A federal appeals court ordered the U.S. Department of Justice Monday to turn over key portions of a memorandum justifying the government’s targeted killing of people, including Americans, who are linked to terrorism.

Edward Snowden: US government spied on human rights workers

The US has spied on the staff of prominent human rights organisations, Edward Snowden has told the Council of Europe in Strasbourg, Europe’s top human rights body.

Giving evidence via a videolink from Moscow, Snowden said the National Security Agency – for which he worked as a contractor – had deliberately snooped on bodies like Amnesty International and Human Rights Watch.

Snowden, meanwhile, dismissed NSA claims that he had swiped as many as 1.7m documents from the agency’s servers in an interview with Vanity Fair.

He described the number released by investigators as “simply a scare number based on an intentionally crude metric: everything that I ever digitally interacted with in my career.”
He added: “Look at the language officials use in sworn testimony about these records: ‘could have,’ ‘may have,’ ‘potentially.’ They’re prevaricating. Every single one of those officials knows I don’t have 1.7m files, but what are they going to say? What senior official is going to go in front of Congress and say, ‘We have no idea what he has, because the NSA’s auditing of systems holding hundreds of millions of Americans’ data is so negligent that any high-school dropout can walk out the door with it’?”

In the Vanity Fair interview the whistleblower said he paid the bill in the Mira Hotel using his own credit card because he wanted to demonstrate he was not working for a foreign intelligence agency. “My hope was that avoiding ambiguity would prevent spy accusations and create more room for reasonable debate,” he told the magazine. “Unfortunately, a few of the less responsible members of Congress embraced the spy charges for political reasons, as they still do to this day.”

CIA Torture Scandal Marches On

Fury at attack on Dianne Feinstein by ex-CIA director Michael Hayden

The latest row broke on Sunday when Hayden, a former NSA and CIA director, said the Senate intelligence committee’s landmark report on torture and coercive interrogations was not objective because Feinstein, a California Democrat, was too “emotional”.

Ron Wyden, a member of the Senate intelligence committee, said on Monday that Michael Hayden’s attack on Feinstein, the committee chairperson, was “outrageous” and fitted a pattern of “misleading” the American public.
