CIA Bribes Afghanistan President with ‘Ghost Money’

Afghan President Hamid Karzai said Monday that his national security team has been receiving payments from the U.S. government for the past 10 years.

Karzai confirmed the payments when he was asked about a story published in The New York Times saying the CIA had given the Afghan National Security Council tens of millions of dollars in monthly payments delivered in suitcases, backpacks and plastic shopping bags.

What began as payments to Afghan warlords to overthrow the Taliban morphed eventually into a steady stream of cash to buy agency influence at the presidential palace and to cover such off-the-books costs as buying the loyalty of warlords and politicians, many of whom have ties to the drug trade — and even, in some cases, to the Taliban.

Taken together, this cash stream has enabled Mr. Karzai to build a vast patronage network and secure his power base.

A UN report’s findings raised concerns among international law enforcement officials that if the trend continued, opium would be the country’s major economic activity after foreign military forces depart in 2014, leading to the specter of what one official referred to as “the world’s first true narco-state.”

Afghanistan is already the world’s largest producer of opium, and last year accounted for 75 percent of the world’s heroin supply. “The assumption is it will reach again to 90 percent this year,” said Jean-Luc Lemahieu, the United Nations’ top counternarcotics official.

The Thought Police go After DHS Ammo Purchase Questions

DHS officials have repeatedly denied stockpiling ammunition, but AP reports claim that the agency plans to buy more than 1.6 billion rounds of ammunition over the next four or five years, and has already bought 360,000 rounds of hollow point bullets and 1.5 billion rounds in 2012.

Purchasing 1.6 billion rounds of ammo would also give DHS the means to fight the equivalent of a 24-year Iraq War. Members of Congress say the DHS has repeatedly refused to tell them the purpose of procuring such large amounts of ammo.

The new legislation, which was introduced in both the Senate and the House on Friday, would prevent government agencies from buying any more ammunition if its stockpiles are already larger than what they were in previous presidential administrations.

Proponents of the bill suspect that government agencies may be making large ammunition purchases to keep the supplies out of the hands of Americans at a time when the administration has been trying to reduce gun violence.
